美国提议七国集团(G7)对俄罗斯实施全面的出口禁令，其中只有少数得到豁免，豁免对象将包括农业、医疗和其他产品。但据三名知情人士透露，日本和欧盟在上周的一次筹备会议上表示，此举不可行。
